dabura vs perfect cell

Cell

Adult Gohan is weaker than kid Gohan
Gohan was fighting Dabura evenly, if not gohan was winning as a ssj.
In the anime it says that Dabura is just toying with him, but in the manga, Goku says "Its not like he (gohan) is losing" meaning gohan => Dabura. Also Gohan is not ssj2 because there is no electric aura.
In the manga/ anime, ssj2 is always indicated by at least some electric aura, but in either anime or manga, gohan has none while fighting dabura.

cell has many abilities like instant transmission, kamehameha, regeneration, can survive in space, spirit bomb, and he gets stronger each time he recovers from an injury.

Dabura has his spit and magic, that is it.

just regular perfect cell can take dabura,
perfect cell > ssj kid gohan
ssj kid gohan > ssj adult gohan
ssj adult gohan >= dabura
perfect cell >> dabura

 This is a tough one... I would say Dabura, but only because he has that annoying stone spit power. Cell can regenerate, but what good is that if Dabura turns him to stone. On the other hand... if Cell dodges Dabura's stone spit...than he will have no problem putting Dabura to rest.
